Background

In 2011, the legislature approved legislation to authorize video line games for gaming machines and increase the maximum prize payout for bingo to $800. Licensed facilities are permitted to hold up to 20 video line gambling machine per premises, operated in partnership with the state.

If passed the new law would take effect in June 2020.

Representative Ryan Lynch introduced HB725 to authorize the State Lottery to offer land based and online sports betting. The bill would allow the Lottery to install self-service sports betting terminals in licensed venues across the state.

April 2019

  • The Senate passed SB330 by a 90-10 margin. The bill would allow sports betting to take place in regulated premises, via terminals, on web and mobile.

May 2019

Montana legalized sports wagering after Governor Steve Bullock signed HB725, known as the Sports Wagering Lottery Amendment Act of 2019, into law. SB330, the other proposed bill which would have opened up the market to private operators, was vetoed. With HB725 the Montana Lottery was made the sole operator of sports betting services in the state across online, mobile and land-based channels. A state lottery and wagering commission will be established to operate sports betting and regulate the market.

September 2019

Montana Lottery director Stanford Wong told an interim legislative committee that the state would not offer sports betting until the end of the year, and possibly longer. The timing depended on when the new regulations would be finalized; the new rules were being drafted and must go through a public comment period, he added.

October 2019

The Montana Lottery published proposed rules for the operation of sports betting in the state. Under the proposals c1,400 lottery vendors in the state would qualify to be able to apply for licenses to offer sports betting via self-service kiosks. The Lottery would operate mobile wagering via a sports betting app which would offer self-limiting and self-exclusion functions. The rules were subject to a public consultation process and a public hearing scheduled for 28 October 2019.

The Montana Lottery moved a step closer to implementing its sports betting legislation by the end of the year when an interim legislative committee failed to muster enough support to delay rules that tie sports wagering licenses to liquor licenses. The rules allow sports betting to be offered by businesses within city limits if they have all-beverage liquor licenses and those outside incorporated areas if they have beer and wine licenses.

Objections were raised in relation to the legislation not referring to liquor licenses. The committee also decided not to challenge the state lottery’s plan to add sports wagering to its lottery management contract with Intralot.

November 2019

The State Lottery approved further regulations to govern the operation of its sports betting product, Sports Bet Montana, meaning lottery retailers will be allowed to apply for licenses in early December 2019 provided the final regulations are approved by the Secretary of State’s Office.

The Montana Lottery Commission approved rules for its new sports betting product called Sports Bet Montana. The rules will be published in the Montana Administrative Register, they contain all the administrative regulations and the state attorney general’s opinions and interpretations of those regulations. Montana opened the bidding process for companies wanting to provide their services to offer the state lottery’s new sports betting product, Sports Bet Montana. The state’s sports wagering rules were published in the Montana Administrative Register after having been approved by the Montana Lottery Commission in November. February 2020
